1. Call to Order
Meeting was called to order by the President at 9:35 am.

2. Adoption of the Agenda
Corey Grismer/Danielle Lewis moved to adopt the agenda with the additions,
Under year plan add ALA meeting with club presidents, treasurers, and registrars to go over ALA by laws and regulations, policies
Under budget items add placing clubs in bad standing.
Under programing using another LTAD model other than L that ALA wants used.

3. Items of Business
a. ALA November 23 and 24th Banff
i. From October 5th Meeting - Sean Report
At the ALA meeting the board wants to ensure that there is more use of the office resources, they want to make commitments and accomplish them.
Development, and focus on the grassroots.
When asking for funding that ALA wants projects that will work across the province but are accepting a few in local LGBs. More willing to work within local LGB’s than they have done in the past.
The board would like to see a midget a provincial league, with weekends off to allow teams to go out of the province for tournaments. No Midget A tournaments across the province to accommodate the A league.
Regulation Changes at ALA
Naming conventions of mini tyke to midget will be changed to 6u.8.u, 10u, 12-u, 14-u,16-u , as per CLA regulations.
Affiliation regulation has been removed from the ALA regulations as it’s not enforceable by the ALA, Sean indicated that they are now unlimited, but the indication from the ALA office is that each league should have something in their regulations on league affiliation’s.
Affiliation for provincials is that a team can affiliate to 15 player’s runners plus two goalies. Goalies affiliated must play goal. They must come from the same division or age group and from within the club. Same affiliation for tournaments.
Overage players wanting to play down are required to provide medical certification to be considered. Once approved parents will have to sign off on a form indicating they understand they cannot play in tournaments and provincials as an overage player.
At tournaments, teams must have two hours between games.

Motion
Sue Jobb/Mike Sim moved to have Sean request that the ALA reconsider the regulation on tournaments and the requirement to have as many officials as registered teams removed from the ALA regulations. Carried.

ALRA wants ALA assistance to hire an executive director for the ALRA not the staffing situation that occurred in the past. They want to remove the ALA oversight of their association. Distance themselves from the ALA and sign contracts only ever couple of years.
Provincials will be July 9 - 12 and start with Girls on the 9th.
ALA provincial’s new requirement that to host you must have 8 floors within walking distance.
Provincials
GELC clubs overwhelming disagree with provincials being in Calgary during the Stampede. Cost an extra amount of money to get rooms during stampede parents do not want to expend that kind of money.
Want it to be Earn the right and then go.
Teams would rather go to Canada Day where they see other teams from other places.

CLA regulations to host a national event you have to have the bid to host in a year prior to the event.

ii. Elections

Shaun Cable from Calgary to run for this position of Director of Development which he currently holds.
Director of Administration is currently open, Greg Hartzler from Calgary has been approached to run.
Director of Marketing, need to find someone from the north.
iii. Proxies
Coach from each team needs to proxy their vote to the Club representative.
Proxies must be in by November 20th, no late proxies will be allowed.
iv. Attendance at ALA meeting
Titans will have 3 in attendance Blues 2
Posse 2 Warriors 2 possibly up to 4
Raiders 2 Wizards 4
Rams 4 Crush 2
Rebels 1 Rock 2

Note: the ALA AGM in Banff is the most expensive venue that could be found, move the AGM to an other site less expensive.
v. Fee increase
Sean provided the details of a proposed fee increase of $5.00 across the board to assist with the deficit budget of the ALA.

c. Club updates changes in executive all AGM’s?

Clubs to inform ALA and GELC with any changes to executive immediately following their AGM’s.

d) ALA meeting with the club presidents, treasurers and registrars GELC office December 1, 2019 1 pm to 3pm.

4. Discussion Items
i. Boundaries of clubs
Tim from the Raiders brought forward an idea of a boundary change on the south end of Edmonton due to the annexed land that city annexed from the county of Leduc. Looking for growth, proposed that the boundary move from 41 avenue to 23 avenue in the north east side of highway 2.
Warriors to take this to the Warriors club for feedback.
ii. Overlap of club boundaries and school boundaries should kids get a choice. Parkland?
Mike Sim suggested that every club boundary have a grey zone surrounding it that allows children to register with the neighboring club if they go to school in that jurisdiction. Some discussion occurred on this but not resolved.

Tabled the conversations of boundaries at this time.
5. Year Plan
a. GELC club monthly meeting dates
i. Clubs to include GELC and GELC president on club meeting dates, locations.
b. Coaching Mentorship
i. GELC to have a couple of coach mentorship events, in February and March.
c. Changing the Game , What not to Yell, something similar
i. To plan and work with Glen and Sean for the weekend of April 4-6.
d. Novice Girls event Novice event boys event April 19th weekend
e. Coaching Clinics as per the
f. Playing Dates
GELC league to start on the 20th of April run thru to end of July.
g. Playoffs
Need to have them wrapped up by July 5th, play on weekends finish up the novice and maybe pee wee prior to the end of school.
h. Tournament Permits
i. Tyke Mini tyke Wrap Up as per the schedule
j. Planning meeting as per the schedule
k. Annual meeting as per the schedule
l. Social - December 2, at Sorrentino’s in little Italy.
m. Provincials
Sean and Glen Cuming have been working on a plan to host a Uber clinic for midget and bantam coaches they want to do it April 4-6 weekend.
Run a concussion seminar for coaches at the coach’s day.
6. Programming
a. Officials
Currently the GELC has no RIC, Karl moved to Ontario to join the provincial police.
We continue to require more mentorship of new officials, clubs can assist with mentorship by providing the ALRA preseason games to officiate at. Sean will work with West about exhibition games that do not need to be regular game lengths and formats. But that the game fee will be the game fee.
Rams believe that each club should have a referee on their board to coordinate officials and liaison between the club and the ALRA.
i. Team Spectator Liaison’s
Better communication of the program and expectations, bring the liaisons in to explain their job to them. Need to continue to work with them to introduce themselves to the officials. Make up a package for the liaisons.

b. Parent Education -flyers from last season?
Yes supply again next season ensure board gets copies, and ensure that managers and coaches know they are to distribute to parents not players.

Have a form created on the website to monitor team behaviors a reporting system similar to the evaluation of the ALRA officials but on the GELC website so teams may report actions of other team’s coaches and fans.

c. Review of Tierring
AT the pee wee and bantam levels different tierring needs to be done,
Conversation about creating a Bantam and pee wee B 2 division start the season tierring in that manner. Do a retiering midway thru.

d. Discussion on releases and exceptions
i. Any exceptions for over agers will require medical documentation to be board approved as per ALA. Parents will need to sign off on an overage document.
ii. Releases between LGB will be dealt with one at a time as usual.

e. Girls program -report
i. Girls committee meet on October 15th, the group decided that the GELC take a united front to the ALA planning meeting, for the girls break out, understanding that there may be regulations at the ALA level that would need to be changed to accomplish a common goal between the north and south to grow the game.
GELC had 26 teams last season and Fury in Calgary had 27
The GELC would like to continue playing in club and perhaps create the midget a team for all of the GELC as well as a pee wee and bantam a team.
These teams would play as a team a couple of times a year. But it would appear that the parity plus A format may be the best for the GELC area.
Discussed why teams do not go to provincials
Will be holding another meeting on November 5th.
Gillian Anderson from the Rams had concerns that the girls program did not do an evaluation of the midget girls show case team with the parents and players involved this year, she had made the offer and the girls committee was to meet and decide how they wanted to move forward on it, but did not have a meeting until the 15th of October, she said she would be attending the meeting on November 5th with the request to do a survey.

f. Tykes mini tyke, other divisions number of games
AT the tyke 8 u , division they played 12 games last year, mini tyke 6u they played 5, and at novice 10u they played 14.
Discussion has occurred that no tierring will be done in any division until playoffs and then divisions will be tiered for playoffs.
Novice to go back to 12 games and play in two pools, a north south, or east, west whichever way balances out the teams.
Slotted for like skill prior to creating playoff divisions.
This was tabled until the next meeting.

g. Midget A provincial league to be discussed in Banff at the ALA meeting as a break out session.

h. Alberta Summer Games need two reps and Paul needs venues Jan 15th
Donna currently is the rep for both zones we would like to see two individuals come forward to look after this responsibility.
We also need bantam coaches out of Zone 5 and 6 if everyone would go back to their club and encourage their coaches to apply for the coaching responsibilities.

i. Out of town teams Grande Prairie, Camrose, Swat
Grande Prairie wish to continue to play in the league, Camrose is interested in perhaps joining the league or continuing with exhibition games. Swat we have not heard from, but discussion occurred that they may not be included in the Midget A league.
j. Jersey Colours home and away
Corey Grismer/ Gillian Anderson moved that home color be dark and visitor light.
Carried. To be put in coaches handbook.

k. Pictures for posters and graphic art work,
Working with NAIT on some new graphic design work for posters, flyers etc, would like some recent pictures to use for this design work
Please submit quality photos, from league or tournaments.

l. Operating policies for clubs operating A division teams with partnered clubs.
Mike Sim will share the West Zone document with the rest of the league and it could be used to develop a standard operating policy for all zones. This will be tabled.

m. Novice Option of LTAD,
Glen Cuming from the Rams would like to see GELC use a different option than option L.
Gillian Anderson/Corey Grismer moved that Sean Aggus take the issue of unmodified contact back to the ALA. To use option A or X in tyke and novice lacrosse. Carried.

n. ALA strategic Plan, will be discussed at length at the ALA AGM weekend in November.


7. Tournament approvals must be approved by the LGB prior to being sent to the ALA
Blues, Crush, Posse, Titans, Rams, Raiders

Blues Tournament 17, 18, 19 of April 10-u-16u boys but not 16u-A
Blues are requested to see if they can have the following Weekend 24,25,26th of April as that is their usual date.

No girls and they have enough officials within their club boundaries to host a tournament.

Leduc May long weekend, 8u-14u. No A divisions.

Posse is not requesting a tournament for this upcoming season.

Titans May 29,30, 31 10u to 16u and girls. A divisions

Rams, Baggataway June 5th to 7th 8u thru 16u, Boys and girls .No a divisions.

Raiders May 8 to 10th
Novice and pee wee girls, plus novice and pee wee boys.

Harry Willis/ Carey Burgett moved to accept he tournaments as indicated in the minutes above. Carried.

*** some conversation occurred on the winter time at the soccer centers on the new floors if we can sub lease the time thru our allotment from the soccer center so that we can return funds to the association that we used to purchase our share of available prime times. Donna to contact the soccer center.

8. Budget Items
a. GELC Fees
i. In the current budget proposed there would not be on increase in fees, unless some new programing came in placed that required it.

b. Preliminary budget
Needs to be an increase in the budget for the Girls A team due to an outstanding invoice being required to be paid.

c. Outstanding fees
i. Several clubs have outstanding fees, either themselves or their major teams.
For the November meeting a list of clubs over 90 days will be brought forward to be placed in bad standing with the GELC and the ALA

The remainder of the agenda was table by the chair until the special called November 4th meeting of the council.

1. Call to Order
Meeting was called to order by the President at 9:35 am.

2. Adoption of the Agenda
Corey Grismer/Danielle Lewis moved to adopt the agenda with the additions,
Under year plan add ALA meeting with club presidents, treasurers, and registrars to go over ALA by laws and regulations, policies
Under budget items add placing clubs in bad standing.
Under programing using another LTAD model other than L that ALA wants used.

3. Items of Business
a. ALA November 23 and 24th Banff
i. From October 5th Meeting - Sean Report
At the ALA meeting the board wants to ensure that there is more use of the office resources, they want to make commitments and accomplish them.
Development, and focus on the grassroots.
When asking for funding that ALA wants projects that will work across the province but are accepting a few in local LGBs. More willing to work within local LGB’s than they have done in the past.
The board would like to see a midget a provincial league, with weekends off to allow teams to go out of the province for tournaments. No Midget A tournaments across the province to accommodate the A league.
Regulation Changes at ALA
Naming conventions of mini tyke to midget will be changed to 6u.8.u, 10u, 12-u, 14-u,16-u , as per CLA regulations.
Affiliation regulation has been removed from the ALA regulations as it’s not enforceable by the ALA, Sean indicated that they are now unlimited, but the indication from the ALA office is that each league should have something in their regulations on league affiliation’s.
Affiliation for provincials is that a team can affiliate to 15 player’s runners plus two goalies. Goalies affiliated must play goal. They must come from the same division or age group and from within the club. Same affiliation for tournaments.
Overage players wanting to play down are required to provide medical certification to be considered. Once approved parents will have to sign off on a form indicating they understand they cannot play in tournaments and provincials as an overage player.
At tournaments, teams must have two hours between games.

Motion
Sue Jobb/Mike Sim moved to have Sean request that the ALA reconsider the regulation on tournaments and the requirement to have as many officials as registered teams removed from the ALA regulations. Carried.

ALRA wants ALA assistance to hire an executive director for the ALRA not the staffing situation that occurred in the past. They want to remove the ALA oversight of their association. Distance themselves from the ALA and sign contracts only ever couple of years.
Provincials will be July 9 - 12 and start with Girls on the 9th.
ALA provincial’s new requirement that to host you must have 8 floors within walking distance.
Provincials
GELC clubs overwhelming disagree with provincials being in Calgary during the Stampede. Cost an extra amount of money to get rooms during stampede parents do not want to expend that kind of money.
Want it to be Earn the right and then go.
Teams would rather go to Canada Day where they see other teams from other places.

CLA regulations to host a national event you have to have the bid to host in a year prior to the event.

ii. Elections

Shaun Cable from Calgary to run for this position of Director of Development which he currently holds.
Director of Administration is currently open, Greg Hartzler from Calgary has been approached to run.
Director of Marketing, need to find someone from the north.
iii. Proxies
Coach from each team needs to proxy their vote to the Club representative.
Proxies must be in by November 20th, no late proxies will be allowed.
iv. Attendance at ALA meeting
Titans will have 3 in attendance Blues 2
Posse 2 Warriors 2 possibly up to 4
Raiders 2 Wizards 4
Rams 4 Crush 2
Rebels 1 Rock 2

Note: the ALA AGM in Banff is the most expensive venue that could be found, move the AGM to an other site less expensive.
v. Fee increase
Sean provided the details of a proposed fee increase of $5.00 across the board to assist with the deficit budget of the ALA.

c. Club updates changes in executive all AGM’s?

Clubs to inform ALA and GELC with any changes to executive immediately following their AGM’s.

d) ALA meeting with the club presidents, treasurers and registrars GELC office December 1, 2019 1 pm to 3pm.

4. Discussion Items
i. Boundaries of clubs
Tim from the Raiders brought forward an idea of a boundary change on the south end of Edmonton due to the annexed land that city annexed from the county of Leduc. Looking for growth, proposed that the boundary move from 41 avenue to 23 avenue in the north east side of highway 2.
Warriors to take this to the Warriors club for feedback.
ii. Overlap of club boundaries and school boundaries should kids get a choice. Parkland?
Mike Sim suggested that every club boundary have a grey zone surrounding it that allows children to register with the neighboring club if they go to school in that jurisdiction. Some discussion occurred on this but not resolved.

Tabled the conversations of boundaries at this time.
5. Year Plan
a. GELC club monthly meeting dates
i. Clubs to include GELC and GELC president on club meeting dates, locations.
b. Coaching Mentorship
i. GELC to have a couple of coach mentorship events, in February and March.
c. Changing the Game , What not to Yell, something similar
i. To plan and work with Glen and Sean for the weekend of April 4-6.
d. Novice Girls event Novice event boys event April 19th weekend
e. Coaching Clinics as per the
f. Playing Dates
GELC league to start on the 20th of April run thru to end of July.
g. Playoffs
Need to have them wrapped up by July 5th, play on weekends finish up the novice and maybe pee wee prior to the end of school.
h. Tournament Permits
i. Tyke Mini tyke Wrap Up as per the schedule
j. Planning meeting as per the schedule
k. Annual meeting as per the schedule
l. Social - December 2, at Sorrentino’s in little Italy.
m. Provincials
Sean and Glen Cuming have been working on a plan to host a Uber clinic for midget and bantam coaches they want to do it April 4-6 weekend.
Run a concussion seminar for coaches at the coach’s day.
6. Programming
a. Officials
Currently the GELC has no RIC, Karl moved to Ontario to join the provincial police.
We continue to require more mentorship of new officials, clubs can assist with mentorship by providing the ALRA preseason games to officiate at. Sean will work with West about exhibition games that do not need to be regular game lengths and formats. But that the game fee will be the game fee.
Rams believe that each club should have a referee on their board to coordinate officials and liaison between the club and the ALRA.
i. Team Spectator Liaison’s
Better communication of the program and expectations, bring the liaisons in to explain their job to them. Need to continue to work with them to introduce themselves to the officials. Make up a package for the liaisons.

b. Parent Education -flyers from last season?
Yes supply again next season ensure board gets copies, and ensure that managers and coaches know they are to distribute to parents not players.

Have a form created on the website to monitor team behaviors a reporting system similar to the evaluation of the ALRA officials but on the GELC website so teams may report actions of other team’s coaches and fans.

c. Review of Tierring
AT the pee wee and bantam levels different tierring needs to be done,
Conversation about creating a Bantam and pee wee B 2 division start the season tierring in that manner. Do a retiering midway thru.

d. Discussion on releases and exceptions
i. Any exceptions for over agers will require medical documentation to be board approved as per ALA. Parents will need to sign off on an overage document.
ii. Releases between LGB will be dealt with one at a time as usual.

e. Girls program -report
i. Girls committee meet on October 15th, the group decided that the GELC take a united front to the ALA planning meeting, for the girls break out, understanding that there may be regulations at the ALA level that would need to be changed to accomplish a common goal between the north and south to grow the game.
GELC had 26 teams last season and Fury in Calgary had 27
The GELC would like to continue playing in club and perhaps create the midget a team for all of the GELC as well as a pee wee and bantam a team.
These teams would play as a team a couple of times a year. But it would appear that the parity plus A format may be the best for the GELC area.
Discussed why teams do not go to provincials
Will be holding another meeting on November 5th.
Gillian Anderson from the Rams had concerns that the girls program did not do an evaluation of the midget girls show case team with the parents and players involved this year, she had made the offer and the girls committee was to meet and decide how they wanted to move forward on it, but did not have a meeting until the 15th of October, she said she would be attending the meeting on November 5th with the request to do a survey.

f. Tykes mini tyke, other divisions number of games
AT the tyke 8 u , division they played 12 games last year, mini tyke 6u they played 5, and at novice 10u they played 14.
Discussion has occurred that no tierring will be done in any division until playoffs and then divisions will be tiered for playoffs.
Novice to go back to 12 games and play in two pools, a north south, or east, west whichever way balances out the teams.
Slotted for like skill prior to creating playoff divisions.
This was tabled until the next meeting.

g. Midget A provincial league to be discussed in Banff at the ALA meeting as a break out session.

h. Alberta Summer Games need two reps and Paul needs venues Jan 15th
Donna currently is the rep for both zones we would like to see two individuals come forward to look after this responsibility.
We also need bantam coaches out of Zone 5 and 6 if everyone would go back to their club and encourage their coaches to apply for the coaching responsibilities.

i. Out of town teams Grande Prairie, Camrose, Swat
Grande Prairie wish to continue to play in the league, Camrose is interested in perhaps joining the league or continuing with exhibition games. Swat we have not heard from, but discussion occurred that they may not be included in the Midget A league.
j. Jersey Colours home and away
Corey Grismer/ Gillian Anderson moved that home color be dark and visitor light.
Carried. To be put in coaches handbook.

k. Pictures for posters and graphic art work,
Working with NAIT on some new graphic design work for posters, flyers etc, would like some recent pictures to use for this design work
Please submit quality photos, from league or tournaments.

l. Operating policies for clubs operating A division teams with partnered clubs.
Mike Sim will share the West Zone document with the rest of the league and it could be used to develop a standard operating policy for all zones. This will be tabled.

m. Novice Option of LTAD,
Glen Cuming from the Rams would like to see GELC use a different option than option L.
Gillian Anderson/Corey Grismer moved that Sean Aggus take the issue of unmodified contact back to the ALA. To use option A or X in tyke and novice lacrosse. Carried.

n. ALA strategic Plan, will be discussed at length at the ALA AGM weekend in November.


7. Tournament approvals must be approved by the LGB prior to being sent to the ALA
Blues, Crush, Posse, Titans, Rams, Raiders

Blues Tournament 17, 18, 19 of April 10-u-16u boys but not 16u-A
Blues are requested to see if they can have the following Weekend 24,25,26th of April as that is their usual date.

No girls and they have enough officials within their club boundaries to host a tournament.

Leduc May long weekend, 8u-14u. No A divisions.

Posse is not requesting a tournament for this upcoming season.

Titans May 29,30, 31 10u to 16u and girls. A divisions

Rams, Baggataway June 5th to 7th 8u thru 16u, Boys and girls .No a divisions.

Raiders May 8 to 10th
Novice and pee wee girls, plus novice and pee wee boys.

Harry Willis/ Carey Burgett moved to accept he tournaments as indicated in the minutes above. Carried.

*** some conversation occurred on the winter time at the soccer centers on the new floors if we can sub lease the time thru our allotment from the soccer center so that we can return funds to the association that we used to purchase our share of available prime times. Donna to contact the soccer center.

8. Budget Items
a. GELC Fees
i. In the current budget proposed there would not be on increase in fees, unless some new programing came in placed that required it.

b. Preliminary budget
Needs to be an increase in the budget for the Girls A team due to an outstanding invoice being required to be paid.

c. Outstanding fees
i. Several clubs have outstanding fees, either themselves or their major teams.
For the November meeting a list of clubs over 90 days will be brought forward to be placed in bad standing with the GELC and the ALA

The remainder of the agenda was table by the chair until the special called November 4th meeting of the council.
